99 Plymouth Breeze. Horn doesn’t work. Where do I start to fix it and how do I go about it? I need step by step instructions – tools, part locations, do this first, etc, etc.

Answer:
With the engine shut down, press the horn. If you hear a clicking sound, it means the horn system has power. It’s the relay you hear clicking. Remove the plug from the horn(s) & check continuity in the wire(s), then the horn & ground. There may only be one wire at he horn(s). If that’s the case then the horn is grounded through the bracket. Clean mounting surfaces with abrasive cloth. If there is no sound when the horn is pressed, check the fuse. If OK then: 1. Locate the horn relay 2. Remove the relay 3. Check for power with test light or multimeter 4. Clip one terminal of the test light on the positive terminal of the battery 5. Have someone press the horn. Probe the socket. One terminal should illuminate once the horn is pressed. If not then the horn pad on the steering wheel will have to be inspected. Before removing the horn from the steering wheel, disable the air bag. »»»
